Let me clarify in a nutshell: To MARK someone literally means (in context of Romans 16:17) To Destine. In simple language you are appointing the person to God's judgment and ultimate wrath. This is by God's divine decree given to you. I urge you to gain background knowledge in Understanding who you are IN CHRIST as His Ambassador. We are to Judge. We are to Rule with Christ. What it means to be a Good Soldier for Christ.
MARK THEM as used in Philippians 3:17 and Romans 16:17 as distinctly different: Philippians means to observe and emulate the behavior of Paul and his followers.
Philippians 3:17: "Brethren, be followers together of me, and mark them which walk so as ye have us for an ensample." (Observe and emulate)
Romans 16:17: "Now I beseech you, brethren, mark them which cause divisions and offences contrary to the doctrine which ye have learned; and avoid them." (Identify and avoid)
Ezekiel 9:4: "And the Lord said unto him, Go through the midst of the city, through the midst of Jerusalem, and set a mark upon the foreheads of the men that sigh and that cry for all the abominations that be done in the midst thereof." (Identify the righteous)

On page 702 Destine: verb: to ordain, appoint. As the act of the diety fate or supernatural power. To appoint or fix beforehand to predetermine by an unalterable decree or ordinance. To be divinely appointed or fated. Fixed to go to a particular destination.
I know in my spirit that each one who you've encountered will get to see you as in a court room as a WITNESS against them when they stand before JESUS CHRIST at the GREAT WHITE THRONE JUDGMENT. GWTJ.

I am fully persuaded that even though we Saints suffer this world
as nomads, travelers, pilgrims getting mocked at every turn, we as Ambassadors of Jesus Christ will be witnesses to those we mark during this age.
It gives me great comfort knowing the horrific suffering of the martyrs before us will also have their day in court GWTJ to see their persecutors stand before Jesus Christ.

What does this mean? I know what “mark and avoid them” means, but beyond that I don’t know what you mean. I am in the minority among my Christian friends who think various “teachers, watchmen, authors etc.” are dangerous and must be avoided, meaning I don’t care if something they say is sound if the rest isn’t. If I see anything concerning, including an unbiblical association with a false teacher, they are marked and I never listen to them again and I encourage others to follow suit. Unfortunately it is becoming much more difficult to find sound teachers. RightNow Media springs to mind - but my current pastor loves it - and promotes it with ever increasing fervor. As a result, I am yet again in the process of finding another church.
