Paul was emphasizing the importance of working and not being idle.  

Many in the church of Thessalonica were waiting for the Rapture and figured they didn't have to work and hang out until they were Raptured. In turn they would rely on other hard-working members for their sustenance and care. 

 He wanted to address the issue of some people leading undisciplined lives and relying on others for their sustenance without contributing themselves.
